EU doubles duty levels on solar glass from China

On Thursday, the European Commission quietly increased anti-dumping duties on solar glass from China, as the conclusion of a nine-month investigation. New duties of 17-75% are roughly double the level of those imposed in May 2014, and will be combined with existing anti-subsidy penalties (countervailing duties or CVD).

As per the previous ruling, this investigation was spurred by a complaint by EU ProSun Glass. The trade group argued that despite anti-dumping duties up to 36% and CVD up to 17%, the price of Chinese solar glass imports had not increased.

Investigators agreed with this allegation, stating the companies it investigated had merely absorbed the cost of duties into their prices. Counter-claims by Chinese glass makers were rejected, with EU officials stating that these companies did not cooperate with the investigation in order to support their claims.

According to Reuters EU solar glass imports represents €200 million in annual value, or roughly 0.1% of total EU imports.
