German authorities have until now only reported the number of bids 170 — for the 150 MW being offered in the countrys first call for tenders for ground-mounted installations.
Speaking at an event hosted by the German Engineering Association (VDMA) in Berlin, Rainer Baake , state secretary at the Federal Ministry for Economic Affairs and Energy, said the offers were being reviewed and, for the first time publicly, disclosed prices: Bids for the ground-mounted installation tenders range between 0.09 and 0.10 per kilowatt-hour. A VDMA spokeswoman has confirmed the figure.
Baake called the pilot tender program for ground-mounted photovoltaic systems a success. Renewable energy has long since exceeded 25% and as a result the feed-in tariff is no longer necessary, he added.
Baake said it would be "adventurous if lawmakers in Germanys Bundestag continued to set prices. The results of the first tender are expected to be announced shortly. The current applicable feed-in rate for ground-mounted systems is currently 0.0902 per kilowatt-hour.
Also speaking at the event, VDMA CEO Thilo Brodtmann called for clarity and continuity in Germanys energy policies and demanded a carefully controlled transition to the tendering process for renewable energy. The government expects that transition to be completed by 2017. The ground-mounted PV plant tenders are considered pilot process to gather information. The first round ended on April 15.
